(LM Arkivfoto)<\/em><\/p>\n<p><strong>Son og \u201dnabolandsby\u201d H\u00f8len, samt \u201dnestennaboene\u201d Dr\u00f8bak og Holmestrand, er blant mange nye byer og tettsteder som oppsto i Norge p\u00e5 16- og 1700-tallet. De fleste av dem er forblitt sm\u00e5, ofte helt til v\u00e5re dager, framg\u00e5r det i en doktorgradsavhandling av Finn-Einar Eliassen. 16-1700-tallets sm\u00e5byer ble bygd p\u00e5 grunn som tilh\u00f8rte ulike bondeg\u00e5rder. G\u00e5rdeierne ble dermed automatisk grunneiere i de nye byene, fastsl\u00e5r Eliassen. <\/strong><\/p>\n<p>I sitt resym\u00e9 skriver han videre: I utgangspunktet var det tilfeldig hvem som eide slike \u201cbygrunng\u00e5rder\u201d. Men p\u00e5 et tidlig tidspunkt i byenes utvikling ble g\u00e5rdene og dermed bygrunnen i de fleste av de nye byene overtatt av ledende personer i bysamfunnet \u2013 borgere og embetsmenn.<\/p>\n<p>Som ledende personer i det lokale n\u00e6ringsliv og samfunnsliv hadde de mange fordeler av \u00e5 eie bygrunn:<\/p>\n<p>Dels utnyttet de selv grunnen til egne byggeprosjekter og n\u00e6ringsvirksomhet (hus, sj\u00f8boder, brygger, trelasttomter, verft, fabrikker osv.).<\/p>\n<p>De dro ogs\u00e5 fordel av byens vekst ved \u00e5 leie ut grunn til byboerne, som eide sine egne hus (i de fleste tilfellene), men m\u00e5tte betale en \u00e5rlig grunnleie til grunneieren.<\/p>\n<p><strong>HUSMANN I BYEN<\/strong><\/p>\n<p>I mange byer m\u00e5tte de som leide grunn til og med utf\u00f8re pliktarbeid for grunneieren eller p\u00e5 g\u00e5rden som bygrunnen tilh\u00f8rte \u2013 ikke ulikt husmannsvesenet p\u00e5 landet!<\/p>\n<p>Grunneierne drev ogs\u00e5 privat byregulering, og kunne opptre som byenes \u201cfedre\u201d og reelle makthavere. Rollen som bygrunneier kunne s\u00e5ledes gi b\u00e5de inntekter, makt og prestisje.<\/p>\n<p>I norsk sammenheng kan eiendoms- og leieforholdene i disse sm\u00e5byene sammenliknes med bedrifter eller brukssamfunn som bergverk, jernverk og sagbrukssamfunn, men ogs\u00e5 med husmannsvesenet i<\/p>\n<p><strong>\u201cPRIVATE BYER\u201d<\/strong><\/p>\n<p>Internasjonalt faller 16- 1700-tallets norske sm\u00e5byer inn i et m\u00f8nster av \u201cprivate byer\u201d eller \u201cgodseierbyer\u201d i Europas nordlige, nord\u00f8stlige og nordvestlige periferi \u2013 fra Polen og Litauen til Irland og Skottland, men st\u00e5r i kontrast til byene i de mer sentrale delene av Europa og Norden, der enten fyrsten, byene selv eller de enkelte huseierne eide bygrunnen.<\/p>\n<p>Fortsatt finnes rester av de gamle grunnleieforholdene i mange av sm\u00e5byene fra 16- 1700-tallet, i Arendal, Grimstad, Porsgrunn, Egersund og andre steder. Der betaler tomtefestere (ofte sv\u00e6rt lave) \u00e5rlige grunnleier til etterkommere etter de opprinnelige grunneiere, eller til kommunen, som flere steder har overtatt grunneiernes rolle.<\/p>\n<p><strong>FORTSATT KONFLIKTER<\/strong><\/p>\n<p>I slike byer er det fortsatt konflikter om \u00f8kning av grunnleien og om innl\u00f8sning av festetomter \u2013 problemer som ogs\u00e5 var aktuelle for 200-300 \u00e5r siden! Men arbeidsplikten er forlengst avskaffet, tilf\u00f8yer Eliassen.<\/p>\n<p>Unders\u00f8kelsen som han har lagt til grunn omfatter Son, H\u00f8len, Dr\u00f8bak, Holmestrand, Sandefjord, Stavern, Porsgrunn, Brevik, Langesund, Krager\u00f8, Ris\u00f8r, Arendal, Grimstad, Mandal, Farsund, Flekkefjord, Egersund, Molde og Kristiansund.<\/p>\n<p><strong>FAKTA<\/strong><\/p>\n<p><em>Cand. philol. Finn-Einar Eliassen framstilte seg for dr. philos.-graden med f\u00f8lgende\u00a0 pr\u00f8veforelesninger p\u00e5 Universitetet i Oslo 1. mars 1996.\u00a0 Selvvalgt emne: \u201cLadested \u2013 Fra havn til by. Det skiftende innholdet i og realitetene bak ladestedsbegrepet ca. 1500-1850.\u201d Oppgitt emne: \u201cMennesker i byer: hverdagshistorie i teori og praksis.\u201d Dagen etter var det offentlig disputas over avhandlingen : <\/em>\u201cNORSK SM\u00c5BYF\u00d8YDALISME?
