(Publisert 27.11.23) (Utdrag fr\u00e5 artikkel om Grunnlova)\u00a0 I 2012 oppretta presidentskapet p\u00e5 Stortinget eit utval for \u00e5 utarbeide nye spr\u00e5kversjonar p\u00e5 moderne bokm\u00e5l og nynorsk utan \u00e5 endre p\u00e5 innhaldet<\/em> i Grunnlova. Same \u00e5r leverte Grunnlovsspr\u00e5kutvalet ein rapport med forslag til nye grunnlovstekstar, som formelt vart sett fram av ei tverrpolitisk gruppe stortingsrepresentantar.<\/strong><\/p>\n

D\u00e5 grunnlovsforslaget vart behandla av Stortinget v\u00e5ren 2014, var det brei semje om behovet for \u00e5 modernisere spr\u00e5ket i Grunnlova.<\/p>\n

Fleirtalet i kontroll- og konstitusjonskomiteen uttalte at spr\u00e5krevisjonen var eit demokratiseringsprosjekt som skulle f\u00f8re Grunnlova tilbake til folket.<\/p>\n

Sj\u00f8lv om det var semje om at grunnlovsspr\u00e5ket m\u00e5tte moderniserast, var det politisk usemje om kva spr\u00e5knorm bokm\u00e5lsversjonen skulle f\u00f8lgje.<\/p>\n

Grunnlovsspr\u00e5kutvalet hadde f\u00f8resl\u00e5tt ein grunnlovstekst p\u00e5 moderne administrativt-juridisk bokm\u00e5l. H\u00f8gre, Framstegspartiet og Kristeleg folkeparti ville derimot ha ein meir konservativ spr\u00e5kvariant p\u00e5 bokm\u00e5l.<\/p>\n

Sidan grunnlovsendringar krev 2\/3 fleirtal, var det ikkje tilstrekkeleg fleirtal for bokm\u00e5lsversjonen til Grunnlovsspr\u00e5kutvalet.<\/p>\n

Resultatet vart at Stortinget 6. mai 2014 vedtok Grunnlovsspr\u00e5kutvalets nynorskversjon og ein meir konservativ boksm\u00e5lsversjon som hadde blitt f\u00f8resl\u00e5tt separat.<\/strong><\/p>\n

Grunnlovsspr\u00e5kutvalet hadde utarbeidd bokm\u00e5ls- og nynorskversjonar med felles struktur og med modernisert terminologi. Bokm\u00e5lsversjonen Stortinget vedtok, var derimot modernisert i mindre grad.<\/p>\n

Konsekvensen er at det no er visse skilnader i struktur og terminologi mellom nynorsk- og bokm\u00e5lsversjonen. Til d\u00f8mes sa Grunnlova \u00a7 26 fram til 2014 at kongen kunne \u00abindgaa og oph\u00e6ve Forbund\u00bb.<\/p>\n

Bokm\u00e5lsversjonen nyttar framleis \u00abforbund\u00bb, medan nynorskversjonen nyttar \u00abfolkerettslege avtaler\u00bb, som er det vanlege omgrepet i dag.<\/strong><\/p>\n

Eit anna d\u00f8me er \u00a7 100, som inntil 2014 sa at \u00abYtringdfrihed b\u00f8r finde sted\u00bb. I 1800-talets juridiske spr\u00e5k vart \u00abb\u00f8r\u00bb forst\u00e5tt som eit p\u00e5bod.<\/p>\n

Bokm\u00e5lsversjonen nyttar framleis \u00abb\u00f8r\u00bb, som i dagens juridiske spr\u00e5k er misvisande. Her er nynorskversjonen meir juridisk presis n\u00e5r den seier at \u00abYtringsfridom skal det vere\u00bb.<\/strong><\/p>\n
